Joe was born January 26, 1923, to the late Beatrice Owen and Joseph Bryant Raynor, Sr. A lifelong resident of Cumberland County, he was a graduate of 71st High School. During his formative years he worked for Efird's Department Store, that later became part of the Belk store chain; he hustled luggage and performed other chores at the Queen City Coach Company; he also worked for his uncle, Frank Raynor, at Raynor Tire Store on Winslow Street. When his uncle decided to retire, Joe bought the business and changed the name to Raynor Supply. He added a line of auto paint to his inventory and become one of the largest auto paint distributors in the Cape Fear Region. In 1965, influenced by local community leaders and close friends, Joe turned his sights towards Raleigh and won his first political election, a seat in the North Carolina General Assembly. Joe served 5 terms in the North Carolina House and six terms in the North Carolina Senate, before retiring in 1992. His most important issue was mental health and Joe was the driving forced that formed Cumberland County Mental Health Center. He was successful improving concerns of law enforcement officials, military and veterans, as well as the elderly.
After retirement he continued to manage Raynor Supply until health issues forced him to close the business in 2008. He certainly left his mark and will be missed by all who knew him!
He was preceded in death by his parents and his wife of nearly 50 years, Mildred Horne Raynor.
He is survived by his cousin, Frank Raynor and wife Barbara of Fayetteville; and longtime friends and caregivers Don and Marie Hinton.
