On 5 February, 2026, God in His infinite and wise providence called to eternal rest our beloved and devoted wife and mother Deborah C. Foulks-Carter, one of two children born to Arthur Smith Sr. and Irma Pass Smith on February 18, 1949.
She was born and raised in Washington D.C., where she was baptized at St. Gabriel Catholic Church and attended St. Gabriel Catholic School from grades 1-8. After that she attended Academy of Our Lady High School in downtown D.C. where she graduated in 1967.
Later, she went on to attend Howard University College of Pharmacy where she graduated Cum Laude in 1972. After practicing pharmacy in Washington D.C. for seven years she moved to Fayetteville in 1979, where she continued her career as a pharmacist until retirement from Walmart in August 2013 after over 40 plus years. During her time as a pharmacist she also devoted her time to training fellow pharmacists. She truly had a passion to teach.
After retirement, she truly enjoyed reading, going shopping and traveling to the beach with her devoted and loving husband as well as visiting their sons, C.J. and Dion and grandson, Dawson in Charlotte and Cory and grandson, Alexander in Fayetteville. She wanted to spend as much time with them as possible. She treasured every moment she spent with all her family with whom she loved deeply.
Deborah loved the Lord and was a devoted Christian. She also looked forward to joining her church family every Sunday at Covenant Love Church.
Deborah will be mostly remembered for her kind heart. She was always willing to lend a helping hand and never met a stranger.
She leaves behind to cherish her memory: her devoted and loving husband of 36 years, Lawrence D. Carter of Fayetteville; three sons, Carl A. Foulks Jr. of Charlotte, Dion J. Foulks of Charlotte and Cory A. Foulks of Fayetteville; daughter, Lisa Nash of Fayetteville; grandsons, Drake Nash, David Nash, Liam Dawson Foulks and Alexander Prince Foulks; great-grandchildren, Neveah Nash, Liyah Nash and Michah Nash as well as a host of other family and close friends.
A homegoing celebration for Deborah will be held Friday, February 20, 2026 at 11am at Covenant Love Church.
